City Passes Fuel Surcharge (June24, 2008)

On June 24, 2008 the City of Mesquite passed with unanimous vote to start charging a fuel surcharge of $1.25 to all residents who live in the city.  This is the first raise to residential account since June of 1996.  This adjustment will help with the rising cost of fuel.

City Raises Outside City Accounts (June 10, 2008)

The City of Mesquite has set a resolution #561 and was approved on June 10, 2008 that would revise the Landfill fee for refuse originating from all outside City accounts.

This Resolution would increase Landfill fees to 1.5 times for refuse originating outside the City from $6.92 per cubic yard to $7.65 per cubic yard. The last time Landfill fees were adjusted for outside City accounts was in July of 2002. Resolution #308 increased the inside City fees from $4.61 per cubic yard to $5.10 per cubic yard, however, fees were not increased at that time for outside City accounts. Outside City accounts were last raised on December 22, 1995. Ordinance 167 required all outside City accounts to pay 1.5 times the rate for inside City accounts.

This Resolution will increase those outside accounts by $0.73 per cubic yard and also correct an error in the third addendum to the Solid Waste Collection Agreement which indicated the contractor (Virgin Valley Disposal) will pay 2.77 per cubic yard for outside City accounts, included in this payment is the franchise fee for outside city refuse. On the last page, the addendum indicates there will be no franchise fee for refuse generated outside the City. Virgin Valley Disposal currently pays the City of Mesquite $2.31 per cubic yard for refuse originating outside the City.

With the approval of Resolution #561 that will increase outside of City refuse $0.73 per cubic yard for a total of $3.04 per cubic yard.

This increase will simply be passed on to those customers who have services outside of the City of Mesquite.  You will see the increase effective August 1st. 2008.

City Residents Tabled (June 10, 2008)

The City of Mesquite has set a resolution #562 but was tabled for a future meeting.  This resolution would set a fuel surcharge for the city residents for increased fuel cost by Virgin Valley Disposal for solid waste disposal.

The last time City of Mesquite's 90 gallon residential automated systems fees were increased was in June of 1996. Currently, monthly fees are $10.00 a month for solid waste disposal and $1.25 a month for automated can rental. Rather than increase fees at this time, this Resolution will add a fuel surcharge to all 90 gallon automated customers inside the City that the City of Mesquite Sanitation Department bills for quarterly. This increase would be based on the West Coast fuel index at the time of the billing and would be directly related to the cost of fuel at that time. All of this fuel surcharge will go to Virgin Valley disposal to off-set the increase in fuel cost for the future and would also allow the reduction in charges should fuel cost go down in the future.

All out of City accounts and commercial account fees are set by Virgin Valley Disposal in accordance to City Code Chapter 4 and the City's solid waste agreements with Virgin Valley Disposal which has provisions in them to increase those fees. All of those accounts have already seen an adjustment on their billing in accordance to the surcharge sheet attached. In the City of Mesquite Solid Waste Collection Agreement dated April 26, 1995, Section #13, Changes in Fees. The City will, from time to time, consider a price adjustment to reflect changes in the cost of the contractors operations. The contractor must fully justify increases in the actual cost of doing business by substantiating his request with data, such as the wholesale price index, consumer price index, price index for fuel, materials, labor and other factors which contribute to the cost of conducting business. In addition, the contractor may petition the City at any time for price adjustments. The City shall make the final determination of the amount of any contract price adjustment and will not unreasonably withhold approval of a contract price adjustment request. As was stated above, the residential solid waste fees have not increased since June, 1996. Virgin Valley Disposal has done everything within their capabilities to keep solid waste cost down as low as possible.

Fuel Surcharge (April 24, 2008)

Our industry today continues to be burdened with non-controllable changes such as fuel costs.  These costs have affected all suppliers equally and substantially in the last few months.  After much research we determined that we must implement a fuel surcharge to offset these non-controllable changes.

We will be maintaining a very low percent compared to the industry, this low rate will change as the fuel costs change.  The fuel rates will be supplied by the E.I.A. (Energy Information Administration).  Please find below our schedule of percent and increments that will be implemented.

PRICE  PER GALLONFUEL SURCHARGE PERCENTAGE
$2.50 - $2.740.75%
$2.75 - $2.991.50%
$3.00 - $3.242.25%
$3.25 - $3.493.00%
$3.50 - $3.743.75%
$3.75 - $3.994.50%
$4.00 - $4.245.25%
$4.25 - $4.496.00%
$4.50 - $4.746.75%
$4.75 - $4.997.50%
$5.00 - $5.248.25%

This Fuel Surcharge chart will be ongoing in the event diesel fuel prices continue to increase.  If diesel prices drop below $2.50 per gallon there would be a $0.00% fuel surcharge.  This cost will be determined on the day of billing.  The E.I.A. is published each Monday, when we process the bills we will look at the most recent Monday published under the "West Coast" column and that will be our rate for the billing cycle.

We value your business and we hope you see this as simply a pass-through of uncontrollable costs that are part of the economic trends affecting all industries and consumers.  We have struggled over this for many months and feel this is the best way and the fairest way to you the customer.  This fuel surcharge will take affect May 1, 2008.

Due to the high costs of collections and the unstable economy, Virgin Valley Disposal is making some changes in the delinquent account procedures.  Affective April 1, 2006 the following will be implemented:

All invoices/statements will be mailed out on the 1st day of each month, or the next business day if the 1st falls on a weekend or holiday.  All invoices/statements will be due and payable by the 15th day of each month.  All invoices/statements not paid by the 15th, will be subject to a late fee of 18% annum, with a minimum charge of $5.00 and will receive a ONE AND ONLY FINAL NOTICE.  The Final Notice will show the total due, which will include all late fees and a service stop date.  Your invoice/statement must be paid by the service stop date or your service will be discontinued.

If service is discontinued, a $26.00 restart fee will be charged.  When the past due amount, along with the late fees and restart fee is paid in full, the account will be considered current and service will be reinstated.

All accounts will be charged a late fee if not paid in full by the 15th of each month.  All accounts that are not paid in full, including late fees, by the service stop date, will be discontinued.  All accounts that have been discontinued will be required to pay the restart fee and all charges in full to receive further service.  This applies to all accounts; no exceptions.

Rate increase for Construction / Demolition and Roll-off hauling fees (March 1, 2006)

Due to the increasing cost of fuels, metals, insurance and other expenses that directly affect the waste industry, we will be implementing a 12% increase beginning March 1st,   2006 on all frontload construction and demolition dump fees and also roll-off hauling fees.

The primary reason for increasing our construction and demolition type services is largely due to the wear and tear these types of services causes to our equipment.  This type of material is also non-compactable, causing more trips to the landfill.  Our roll-off haul rates, front-load construction and demolition dump fees have remained very low. Even with the price increase our rates are considerably lower when compared to our neighboring areas.

We thank you for your understanding and look forward to serving you for many years to come.  Again, these changes will take affect March 1st, 2006.

Still having problems with the Drop-off recycling containers. (March 5, 2004)

We are still having problems with the Drop-off recycling containers been contaminated with material other than the type of material been recycled!  We are asking all customers who choose to use these facilities to take the time to sort through your recyclables and throw away all material that is not part of what is been recycled.  It is going to take everyone's participation to make this program work, we know if we all put just a little effort in to making sure that what materials are been thrown in to the containers is the correct type this program can do wonders.

We have place a number of sings around and on the containers to assist you in these efforts, but they keep getting ignored.  Please remember these are not TRASH containers, don't use them as trash containers.  If trash continues to be found around and in these containers they simply will have to be removed and then nobody will benefit from them.  Thanks again for your time and efforts in to making this program work!
